If there is ice present, this means it has restricted air flow and the system will need to be defrosted.
First, change the air filter.
Then turn the thermostat from cool to off.
Turn the setting or knob from the "auto/on" position to the "off" setting or position. This will engage the fan, let the fan run for at least on to two hours. You can then try turning the system back to auto and cool setting or position.
If the issue has not been corrected or the unit is still not blowing cold air, you will need to login to your tenant portal and submit a maintenance request for a tech to come fix.
